Fulbright U.S. Student Program 2026-2027 Eligibility Criteria
Citizenship Requirement:
- Must be a U.S. citizen or national at the time of application.
- Permanent residents (green card holders) are NOT eligible.
Education Requirement:
- Must have a bachelor’s degree (or equivalent) before the grant starts.
- If you are still in your bachelor’s program, you can apply if you will graduate before the grant start date.
Special Rule for Arts Applicants:
- In creative & performing arts, you do not need a BA degree.
- Instead, four years of professional training or work experience is enough.
- If unsure, arts applicants should email fbstudent@iie.org.
Preferred Qualifications:
No previous Fulbright grant preferred: Applicants who have never held a Fulbright are prioritized. Those who held grants in 2023–24, 2024–25, or 2025–26 can still apply, but will be less competitive.
U.S. higher education: Preference goes to applicants who completed most of their higher education in the United States. Short-term study abroad (including in the host country) is not a disadvantage.
Limited prior experience in host country: Best suited for those who have not lived/studied in the host country for more than six months (excluding study abroad programs).
U.S. Armed Forces duty abroad does not count against this rule.
Veteran preference: Applicants who have served in the U.S. Armed Forces are given preference, if their qualifications are similar to others.
Extensive host country experience is a disadvantage: Living in the host country for six months or more (outside of study abroad) is considered extensive and recent, and makes applicants less competitive—though they are still eligible.
Resident:
Applicants must be a citizen or national of the United States at the time of application. Permanent residents (green card holders) are not eligible. For dual citizens, eligibility depends on the specific award and the rules of the host country, so applicants should carefully review the award details to ensure that dual citizens are eligible to apply.
Fulbright U.S. Student Program 2026-2027 Selection Details
Technical Review: After the deadline, applications are checked by IIE staff for eligibility and completeness. Ineligible or incomplete applications do not move forward.
National Screening Committee (NSC): In November–December, U.S. faculty reviewers (experts in specific regions/fields) read and discuss applications. They recommend semi-finalists for host country review.
Host Country Review & FFSB Approval: By January, semi-finalist applications are sent to Fulbright Commissions or U.S. Embassies abroad. Some countries may request interviews or extra materials. All recommended candidates need approval from the Fulbright Foreign Scholarship Board (FFSB).
Final Selection (March–June):
Results are released on a rolling basis:
- Selectee - Offered an award (pending funding, placement, clearances, and visa).
- Alternate - May be upgraded if spots or funding open.
- Non-Select - No longer considered.
